It is not the intent of this memorandum to violate, in any manner, the judicial rulings or orders pursuant to federal case no. 5:96-CR-21-DF I further state that in the event of death, harm or imprisonment of Nancy T. Lord or myself (J.J. Johnson), that it was not caused by any action on our part, and that this memorandum be introduced as evidence on our behalf. Since the beginning of the Macon Georgia situation (26 Apr 96), we have given warnings to others based on the ongoing investigation both here, and in other locations throughout the country. We feel the need to state them again along with a few added suggestions: 1. Be on the lookout for anyone consistently violates, and/or attempts to have you or your associates violate the National Firearms Act of 1934 or the Gun Control Act of 1968. 2. Have a family picnic every now and then and see who shows up. 3. All conversations with ANY law enforcement should be recorded, time and dates should also be noted. 4. Anything you say can and will be used against you. Even if it's legal. Even if it's honest. 5. For private meetings, purchase a security wand for unit security inspections. Purchase your own, DO NOT use one that is donated from a member of your unit. 6. Take notes (including time & date) of what is being discussed at meeting, excluding topics that compromise operational security. 7. Until the names, addresses, identity, and phone numbers of each member of your unit is verified, consider your unit compromised. 8. If an associate of your unit has a prior felony conviction, and did not serve the full term of their incarceration, he/she should be immediately removed from your unit. Close family members excluded. 9 If a person is violating suggestion #1, notify your local county authorities and the local news media, using the guidelines of the suggestions listed above. 10. If you find yourself incarcerated, DO NOT MAKE ANY STATEMENTS without your attorney present, to anyone, including law enforcement, correction officers or inmates. Threat Assessment: Developments in Georgia, Arizona, Washington, and other area across the country leads us to the conclude the following: There is an ongoing counter-intelligence program against the Freedom/Liberty movement; under the finance and direction of the U.S. Department of Treasury. Most field agents for this activity are rogue elements, whose ideology is base on self-preservation, or a political agenda foreign to our own. Groups targeted for this activity are: Militia, Constitutional, Finance, Common Law, Sovereignty, Second Amendment Advocacy, Southern Churches, Home Schoolers, Immigration Control, Alternative Medicine, and other Bill of Rights oriented organizations. The techniques used are entrapment, perjury, character assassination, provocation, and if necessary, human acquisitioning targeting, pacification and neutralization. All done under a policy of "Plausible Deniablity" Concerning the Olympic Park Bombing: The Federal Bureau of Investigation (FBI) to this date has NOT denied any connection to any rouge element. It is important to note, that immediately after Dr. Nancy Lord debated a reporter from the Atlanta Journal & Constitution (AJ&C) on CNN & Company which aired live at 11:30 a.m. EST, a law enforcement "leak" to the same local newspaper allowed the AJ&C to print an "EXTRA" about the investigation of one Richard Jewell, a strong suspect in the Olympic bombing. This was also the same morning an article ran in the Washington Times titled "Militia says FBI spurned its Assistance" (see attached file); the same morning we received a call to our cellular phone from the FBI (in Macon) requesting information; the same morning the CNN Center in Atlanta received a bomb threat immediately upon the arrival of Nancy Lord and J.J. Johnson. Coincidence? The international news media *suddenly* shifted its focus from the Militia (and the two suspects) to Richard Jewell. The (Citizens' Defense League's) two suspects in question: - Are male, Caucasian - Have soft southern accents - Have attempted to instruct others on pipe bomb construction, similar to the ones the Government accuses others of possessing - Are known to place such ordinance on the property of others, without knowledge or permission of the property owner. - Have advocated other illegal activities throughout the Georgia Area. - Have an MO (Modus Operandi) for detonating pipe bombs in Atlanta during the Olympics. - May have knowledge of security based on their past association with those who had security clearance at the Games Again, although the federal authorities have this information, the FBI has yet to confirm or deny our suspicions. Due to a federal gag order that was placed on the prosecution and the attorneys of the Starr/McCranie/Spain case approximately 7 hours before the bombing, we are compelled not to release any further information about these suspects or their modus operandi. To this date, anyone in Georgia who publicly directs accusations upon these individuals, or others of like-mind soon receive friendly warnings (death threats) from the FBI. The first of three being Robert Starr, the last being J.J. Johnson (Fri 03 Aug 96 at approx. 10:45 p.m. via phone). NOTE: Robert Starr reported his "friendly warning" on the shortwave program "Arming you with Knowledge" (5.065 MHz) at 8:00 p.m. EST on 24 Apr 96, the same day he received his phone call. The next day a warrant was issued for his arrest. He was arrested on Fri 26 Apr 96. J.J. Johnson made his "friendly warning" public on the shortwave program "Arming you with knowledge" (9.400 MHz) at 9:00 p.m. on 07 Aug 96. It has also been confirmed that at least seven other bombs (most if not all were pipe bombs) were found in Atlanta during the Olympics. Most were disarmed by security personnel, others had to be detonated at a remote location. We owe a debt of gratitude for the citizens, visitors and alert security in Atlanta. This evidence along with other information that cannot be disclosed at this time, leads us to believe beyond a reasonable doubt that rogue elements such as the one described and those who support them, represent a CLEAR AND PRESENT DANGER to the national security of the United States, and the citizens thereof. THEREFORE: Continuing our effort to preserve life and limb, and to seek justice, if anyone who fits the description of those described above, and answers to the names of Kevin and Danny BARKER, please take whatever lawful steps necessary to deliver these individuals (unharmed) to your local office of the Federal Bureau of Investigation to answer questions concerning the Olympic Park Bombing on July 27, 1996. These men are to be considered ARMED and EXTREMELY DANGEROUS. We urged the public to use the resources and manpower of local law enforcement to assist in this effort and insure that their Constitutional rights are preserved. The whereabouts of these men are unknown to this office at this time. The Washington Times Final Edition Tuesday July 30, 1996 http://www.washtimes.com Page 1 Title: Militia says FBI spurned its assistance Author Andy Thibault (The Washington Times) ATLANTA- The Georgia Militia and the FBI sparred yesterday over claims that on investigators are not following up specific leads about people who may be responsible for Saturday's deadly bombing at Centennial Olympic Park. The volley of charges and countercharges came as Atlanta prepared to reopen the park today with a prayer service for the victim. The FBI also acknowledged yesterday that its investigation is focused on militia groups in Georgia and Alabama. The Georgia Militia, whose members have been charged with making crude bombs like the one that blew up in Centennial Park on Saturday, says it has offered the FBI names of at least two renegade bomb makers. "We found a couple individuals who may fit the description of the person the FBI is looking for," J.J. Johnson of Macon, a spokesman for the Georgia Militia, told The Washington Times yesterday. Mr. Johnson said he tape recorded a telephone conversation with Bill Stewart, an FBI special agent in Atlanta, on Saturday, continued on page A18 and that Mr. Stewart accepted the information. Mr Stewart did not respond to a message left last night at his office. Joyce Dean, another special agent in Atlanta, said she was skeptical about any of Mr. Johnson's claims. "We keep quite good records on our incoming calls," she said, "but we don't have any record of him calling as a complainant." The two potential suspects have been advocating illegal acts throughout the state, Mr. Johnson said. They also have placed bomb-making materials on other people's property without permission, he said. Saturday's bombing killed one person and injured 111 others, and a Turkish cameraman died of a heart attack as he was rushing to the scene. Seventeen of the injured remained hospitalized yesterday. A 911 telephone call gave 30 minutes warning of the blast, but the bomb exploded 21 minutes after the call. Investigators said they believe the caller was a white American male with no discerning accent. That, the crudeness of the device and the method, apparently have led them to suspect a homegrown, relatively unsophisticated individual or group, not international terrorist. No groups has claimed responsibility, leading officials to believe the bombers were part of a splinter group out to settle a personal score - perhaps against the police. Seven officers were injured in the blast, and the site of the explosion was a location where many officers were assigned. The FBI said it is investigating two other men with ties to a splinter militia group. Woody Johnson, the special agent in charge of the Atlanta FBI office, told the Cox News Service that police recognized one of the men from sketches based on witness descriptions shortly after the bombing. Police placed at least one of the men at a militia demonstration in Macon in May. Neither of the two men has been charged, and investigators are refusing even to say whether they are suspects. They have, however, been questioned about the bombing. One of the men is associated with the Gadsden Minutemen of Etowah ______________________________________________________ The two potential suspects have been teaching Georgia residents how to make pipe bombs. ______________________________________________________ County, Ala., a militia movement affiliated with the Sons of Liberty. They practice battle skills and hand-to-hand combat techniques. Etowah County Sheriff James Hayes said that he was familiar with Gadsden Minutemen and the his department had arrested a member last year on marijuana and weapons charges. Sheriff Hayes said he has never known the group to be violent, but said police in the area recently recovered some pipe bombs. He said he did not know whether the bombs were connected to the group. In Atlanta, hundred of vendors reopened their booths near Centennial Olympic Park yesterday as throngs of spectators strolled around the perimeter of the 21-acre crime scene. The adjacent streets had been blocked off since Saturday, and vendors complained about lost revenue. Downtown Atlanta remained somewhat chaotic as a bomb scare closed streets for about two hours. Passengers were evacuated from commuter trains and traffic was re-routed. All the while, National Guard soldiers and police searched autos to check for bombs and scanned shoppers for weapons as they entered mall parking garages. Shoppers on the streets were stopped routinely to have their bags checked. Today's memorial service was to be led by former Atlanta Mayor Andrew Young, who is an Olympics organizer and a minister. The reopened park will have double the security force it had before the bombing, Olympic organizers said, with the reinforcements drawn from police departments across the state, and officers will conduct random searches of visitors bags.
