back in college but he fell out of

political activism for a little over a

decade

after he got married the bush years

renewed his interest in politics leading

up to his support for ron paul in the

2012 election cycle

his attendance at the rnc as part of the

texas delegation

convinced him that the reform of the

republican party has a path to liberty

was a hopeless cause

and that the libertarian party was the

only viable path to true reform

this year he's running for the office

railroad commissioner though he plans to

step down in favor of mark miller

and support his campaign so welcome

uh thank you i'd like to first thank my

actually jason i had the opportunity to

have several very lengthy discussions

about issues facing the railroad

commission and uh

one of the things that we came to

realize is we both pretty much felt the

we did have a chance to sit at a forum

together up in

fort worth recently and i have to tell

you that

i would have glad to have him be our
5:49
candidate for a railroad commission

i always feel compelled when i talk

about my campaign for railroad

commissioner to start out by

making sure my audience knows that the

railroad commission has
6:03
absolutely nothing to do with railroads
6:07
rather the railroad commission its
6:09
primary responsibility is regulating the
6:11
oil gas business
6:12
in texas obviously very important to
6:15
texas representing about 15
6:17
of the state's economy uh it is arguably
6:21
the most important regulatory agency in
6:23
the entire united states
6:25
whose heads are elected and not
6:27
appointed
6:28
it's a very important position i'd like
6:31
to talk about the fact that us
6:34
libertarians are very conflicted when it
6:36
comes to regulations
6:37
though we totally understand the need to
6:40
keep government
6:41
from interfering in our personal and our
6:43
economic lives
6:44
we also understand that there are other
6:46
very powerful entities out there
6:49
that can take away our liberties that
6:50
can interfere with the use of our
6:52
property
6:53
and really us libertarians are in the
6:55
best position to balance individual
6:57
liberties
6:58
while still continuing a system of free

and

prosperous enterprise my campaign

focuses on

three main themes the first is improving

the confidence in the railroad

commission it is far too important an
7:11
agency to be obscure and misunderstood

by

texans that needs to change there was a

sunset commission report
7:19
for the last legislature that
7:20
recommended some significant changes
7:22
in refusal policies and campaign

donations that i totally support

and i would encourage you to read

secondly

is reform and modernization uh i believe

every regulatory agency ought to have

a sunset provision where periodically

every regulation
7:39
is reviewed for whether it's still valid

or not and please don't even get me

about who they hire to modernize their

i.t system
7:50
and third is protection of service
7:52
property rights the railroad commission
7:53
has done a very good job over the years

of taking care of conflicts between
7:59
people that had economic interests but

we're in an era with shales and other

things that
8:04
those economic interests are not shared
8:06
by people who have surface rights
8:08
the railroad commission has been slow to
8:09
do that please and i would
8:11
be pleased to have your vote for

there's one one point about our format

that i'd like to mention

um but i will do so real quickly now for

the benefit of our audience as well as

talk a little bit about what sort of

issues come up when it comes to you know

rare commissions and things that it

governs and it's not also some things

that it doesn't cover

the big debate that we were up in fort

worth about was regarding the

earthquakes and mark has done

plenty of research on his own regarding

that and

just what a hairball at the wastewater

injection levels can be

um water is kind of an interesting
9:42
entity in that it's
9:43
both sheared and renewable resource you
9:46
know if you and i
9:47
use water at home and we return it to
9:50
the

company that furnishes up to that water
9:54
and then that
9:54
company is required to clean it if we go
9:57
too far with our use of that water and
9:59
it's too toxic for them to clean up we

get into trouble

um but the oil and gas industry they

just

sort of take that order out of the
10:07
equation

instead of renting it they sort of
10:11
confiscate it

and then it's out of the system so

when we start talking about things like

droughts and lakes that are down that

went through their fasting it becomes a

really

sticky issue and you really need

somebody that knows their stuff

to be on top of that um

let's see um i think mark hit upon that

we do need a libertarian in this

particular office because it is a very
10:41
powerful office more

power actually than the governorship the

state has

and so it's very high profile

and also it's a good opportunity for us

to shine because as mark pointed out

regulation is not something that you're
10:57
famous for supporting

and so how we would act in a regular

capacity is a
11:03
very i think important showpiece for us

the other thing that marcus hit upon

is the need for part of unity and

one of the reasons that we need to have

that is that there are a number of
11:20
issues

with this that the regulatory capacity

of the railroad industries does not
11:27
encompass um
11:30
a number of us talk about the fact that

in order to really make some changes
11:36
we're going to be able
11:37
we're going to have the need to pierce
11:38
that corporate fail we need to hold
11:40
people accountable
11:42
on a personal level you can run into
11:45
problems where
11:46
you know a small mom-and-pop industry is
11:50
handling your ways for you they're very
11:53
small they don't have a lot of money to
11:55
throw around
11:56
and so they're they go bankrupt and the
11:58
people impacted by that

don't have a lot of uh any place to turn
